Construct all city service buildings

I want to construct the Catherdral of Plentitude, its all I need now for the Eden Project, but the requirement is "Construct all city service buildings" and my progress is "19/30"... so what on earth do I need to do to get the remaining 11? And what is it I did to get the first 19? I have no idea.

OK, after several hours more game play it now says 21/30.

But I still have no idea what the 21 represents, 21 what?

Any devs or support people out there care to tell me?

Ah, OK, a few buildings there I hadn't considered, I now have the Eden Project, for some reason the dam isn't needed.

Thank you. Oh and my city thanks you, since placing the eden project my budget surplas has risen from $24,000 per week to $116,000 per week and still rising, I guess I can slash tax rates now.

Next up, the medical centre.

Eden project is mad, I cannot believe how high it makes the land value. It needs a nerf as I was able to set taxes at 1% across the board and still come in to £15k a week.
