Constitutions and Executive Designations

Hey all, just looking for some clarifications.

What, exactly, are the effects of the various constitutions and executive designations?

I know that democracies have certain reforms that they cannot do, and Monarchies have some reforms that only they can do, but what about the rest?

Executive Designations:

HMS Govt, right to ban parties and dissolve Govt party.
Parliamentrism, Can't do anything
Rules by Decree, does it stop elections? In any case, you can do what you want policy-wise.

Not quite:
HMS Govt: Can set ruling party.
Parliamentrism: Can't do anything.
Laws by Decree: Can ban or set ruling party.

What're the differences between the different constitutions? Is there a difference between presidential and proletariat dictatorships?

I'm not sure, but I don't think so. AFAIK, the differeces are PLU raises mil in monarchs, doesn't affect it in con mons and lowers it in democracys. I think presidential and proletariat dictatorships just act like monarchys.
