am i correct in thinking that you cannot turn a monarchy into a democracy? even with reforms etc such as free partys?
Actually, you can go directly from monarchy to democracy. It kinda bugs me, because I can't really see many of the absolute monarchies of the early part of the period just vanishing (rather than becoming constitutional monarchies, which is plausible), which is why I rarely go from monarchy->democracy.
No, no, that's a revolution! I meant the dynasty peacefully abdicating and giving up power to the people, which is more like what the direct monarchy->democracy transition is. I mean, I could sorta see it if the dynasty died out or something...but none of the absolutist dynasties of this period (peacefully) died out of their own accord. But a revolution transforming a monarchy to a democracy? Yeah, of course that makes sense.
And since no one seems to know, here's how to transition directly from a monarchy to a democracy, peacefully:
1. Set your voting rights to "Universal Suffrage"
2. Set parties to "Free Parties"
That's it! At the end of the month the "Reforms change Constitution" event will fire and you'll be a democracy. (I just tested this with Russia)
I quite agree that the latter is in no way gamey or unrealistic...but I did test direct transition on Russia in the 1836 scenario, vanilla Ricky from Gamersgate w/OHGamer's hotfixes, and it worked just as I said.
