They do not even want to implement such feature to the PC version.
I highly doubt they will add something like this to any console.
If you traffic is only in one lane you might re-consider to give your citizens other options. Like alternative entry/exit points.
Try and have a look at this video (also works fine for console players)

Skip everything in the video that has to do with mods, which is from around 6 minutes in.

Why isn’t that fixable?
on PC it would be too much of a performance hit. they've said they have no intention of changing it. i guess that goes double for console.

In cities I've made I've noticed that putting roads underground works MOST of the times. Maybe try that?
Great for centalised dedicated garbage area
