Console Ruler Designer multiplayer

So doing a multiplayer game on xbox series X and there is no option for ruler designer like when I run a single player game. Is this a bug or intended not to use ruler designer on multiplayer?

When the Patch released my friend and i couldn‘t both create rulers only the host, as it sometimes said „game already started“.
Yesterday i played with another friend and it worked. I wasn‘t the host so i cannot tell you that exactly he did different. You pick time pick ruler, then invite and pick „create own ruler“ somehow it worked..
