All my posts are from a first model PS4 if you have a look.

Cities above 100k begin to really slow down, taking 12-18 seconds for an in game day to pass.
The game is still smooth when this happens, but you'll notice cars are no longer zipping around.

Building a small city edge to edge in a few tiles can produce flowing traffic that's really fun to watch at 3x speed, but building massive cities becomes a bit tedious for the slowdown experienced.

I use an Xbox One X and it runs pretty well. As Sheller said above, the game slows down as your city grows, but not as much as the older versions of the consoles. Xbox does have access to quite a lot of mods as well, although they're pretty much all just visual. The game is enhanced for the Xbox One X as well, just 4K Ultra HD.

I have a ps4 slim edition, (I think it's called slim, it's smaller than the regular ps4 anyway) and C:S runs well on it. No stutters but I have to say I rarely make cities with more than 38.000 inhabitants.

Honestly, this is the worst time period for buying a new console as in few months, the new generation of consoles will be available.
You can buy anything you want, there is no difference between the PS4 and Xbox, except some visual mods on Xbox, which is only worth it if the only game you'll ever play on that console is Cities Skylines.
Personally, for this generation of consoles, i would go with PS4. Way better library of games there.

I brought Cities on release day & played on the original Xbox One. If you spread city out over 9 tiles at about 30,000 population, traffic slows to a crawl. If you build grids and cram into less tiles it's sbout 40,000. On Boxing Day 2019 I got an Xbox One X & Cities runs like a dream, however hard I push it. I would argue it is time for an Xbox One X, now at around £250, it's the most powerful console to run Cities on, you won't regret how fantastic it makes Cities to play.
