I am having the same problem: launcher loads fine, game CTD while loading after about 5-10 seconds. Windows is up to date but I do not have KB4515384 installed. Deleted all save games, tried re-installing and then verifying the game on steam, tried running as administrator. Added the game to Windows Defender exclusions and I don't have any other anti-virus software. Nothing seems to help. CK2 and HOI4 are working fine.

I've been having this problem too, done the utmost to fix this and I have found a solution (at least it worked for me).

If you have any program that messes with your screen and/or overlays something in your game, it makes it crash. The one that did it for me was MSI Afterburner and RivaTuner, when I turned them off, BAM, the game is working flawlessly.

I hope this helps somebody and hope devs fix this, as this didn't occur on the previous patch.

Updated the driver and added all the Microsoft modules. Don't have any of those apps and nothing with an overlay appears to be active (besides Steam obviously). Same CTD occurs.

Can i see a new dxdiag,txt and settings.txt please. Plus all files in the /logs/ folder that are over 0 bytes, thanks.

If you skip the launcher and run eu4.exe by itself, do you see any new error or message? What about if you then run it as the Windows Admin user?

Added the game to Windows Defender exclusions

Specifically to the Ransomware "Apps Allowed Through" list in that feature? Adding it to the firewall list in WD won't do anything.

When you ran the dxsetup.exe I listed above, what exactly happened? Because one of the modules it installs is being called out there, not sure if it's missing or bad in some way.

Running the exe by itself doesn't solve the issue and I don't see any error messages coming up at all. Same with running as admin.

I didn't even have the Ransomware protection enabled when I tried it. I enabled it and added it as an allowed app, nothing changed.

I'll run dxsetup again, but I don't recall anything out of the ordinary happening. It installed the components.

Ran it again, it said all components were successfully installed. CTD issue persists.

Ok, so I went into my windows folders and removed the d3dx9_43.dll file and then ran dxsetup again to replace the component. Once I did that, game will launch as long as I run as administrator (both directly and through launcher).

You must have had a bad DLL. You didn't download it from somewhere other than Microsoft, did you?

No but I was messing around with directx to get an older game to run over the weekend, that's probably how it got corrupted.
