No, you can build CC's anywhere in your territory. The difference is that the benefit they provide has been lessened. Before 1.6, CC's added one to the base manpower (modified by all other factors, check manpower FAQ for excessive amounts of detail), then tripled the total. Now, they just double the total.

CCs can only be built in provinces that provide manpower: Every province in the continent where your capital is located, and every province that has a land connection through your territories to your capital. Straits do count as land connection.
