conscript merchant ships???

Please can anybody tell me what the conscript merchant ships decision do?

It lets you hire mercenary ships - like like any ordinary type of mercenary.

If it's not too late for another comment on this one: Do those ships cost maintenance, and if so, how cheap/expensive is it compared to raising your own fleet levies?

To my recollection, they only cost the initial 50g. No upkeep.

Is this decision still in the game? It appears to be completely missing since the release of Conclave, unless the requirements were changed to something more strict?
