Here are a few things you can try
I would start by verifying the integrity of your game cache.
How to verify the cache:
1. Load Steam
2. From the Library section, right-click on the game and select Properties from the menu.
3. Select the Local files tab and click the Verify integrity of game cache... button.
4. Steam will verify the game's files - this process may take several minutes.
5. Once the process is completed, the Check Window will automatically exit.
If that doesn't work, delete the EU4 directory from under the MyDocuments folder and try again.
Lastly do a clean reinstall to ensure that all the game files are removed before installing the game again.
Uninstall the game from Steam and move any valued save games elsewhere. Manually delete the CK2 directories from under the Steam AND MyDocuments folders, now reinstall the game via Steam.
This also appears to sometimes be caused by Windows Vista/7 non-Admin user file access issues, when you have steam installed under your system path (c:\program files\). The fix is to uninstall all Steam games, then the Steam client itself, and manually delete all remnants it leaves behind.. Install Steam again but outside the system path, say to c:\steam\ or c:\games\steam\ , and then install your games again.
