I think it's just me because I haven't seen anything anywhere else, but here is my problem:

Conquest victories require you to control all of the galaxy, correct? And domination victories want 40% of the galaxy under your control. Therefore, you can't get a conquest victory without first getting a domination victory.

Has anyone else seen this contradiction? How does a conquest victory work if you don't get 40% of the galaxy for domination first?

(By the way, I tested it, and vassals count towards domination victories, so does it just want protectorates?)

Domination wants you to own (read: have colonized by your empire) 40% of habitable planets in the galaxy. This means you, not your subjects or allies. Hence, you can own 5 planets, and then just vassalize literally every other empire for a conquest victory.

EDIT: Just saw the last part, vassals count? That makes no sense.

But vassals count towards domination, I tested it by having 66 planets before vassalising and after, I had 71 planets.
I mean, with a small enough quantity of empires, you could do it. For example, if you're playing fanatic purifiers, just remove each other empire, and you're done.

I'm sure we're all aware that the victory conditions in this game are in need of quite a lot of work, but surely you should be able to do it with a a default number of races (I turned my game's number down to 9.)

I feel like the vassals counting towards domination is a bug.

For Domination you need to colonize 40% of the galaxy. (not just own them = have them in your border)
For Conquest you only need to conquer every other empire. (duh)

In an extreme case you could simply rush every other empire in the first 50 years of the game and get a conquest victory without getting anywhere near a domination victory

I know this is what supposed to be true, but it doesn't seem to work for me because as I mentioned before, I saw vassals counting towards colony count. And just to be sure, (what with being an upstart scientists, I had to make sure the experiment was fair) I disabled colonisation on all my sectors, so they can't increase the victory progress separately. I'll try another test by vassalising another empire and see if that counts again, because I'm sure it did.

I'll let you know how it goes.

Wait, so you have to commit genocide to control a government?
