Conquering planets, stability, and happiness

G'day Folks,

Please help me understand Stability especially with respect to conquered planets. I took my first couple of planets in 2.2 (from a Fanatical Purifier if it matters) and I'm being warned about their Stability level.

The game is presenting me with a warning, but there seems to be few choices I can make in response.

One planet has a population of 9, Stability of 22%, Approval of 22% with 12% crime. There is a -28% penalty on most production on the planet.

What I don't see anywhere I can find is a list of populace complaints. Is this mostly caused by a conquered malus that has a set duration or half-life? Will the happiness and stability slowly rise on its own? Would addressing the crime help? Maybe they were being starved before and now that they are part of an empire with sufficient resources, things will quickly get better?

Looking at the descriptions of tools at my disposal, I only found two items that specifically mention Stability: Black Site modules for star bases give +5 and the Martial Law decision "improves Stability" .

For Black Sites, is that +5 a straight percentage boost? Is 27% so much better than 22% that I should spend a couple of years building a base in orbit then adding the module? I'll quickly run out of star base capacity building a base over every captured planet.

For Martial Law, 50 Influence per planet conquered means restricting advancement to one planet every two years -- assuming I don't need Infuence anywhere else.

No buildings or jobs talk about Stability. Under one of the old systems, troops would reduce unrest. Is that the case here? Would extra Enforcers help? Neither the Stronghold nor the Precinct mention anything. How about having a fleet in orbit?

tl;dr: Now that I'm faced with low Stability, what options exist to fix it?

First off, you can just ride it out, and in about 10 years the recently conquered modifier will go away and it will get better.

Second : factions: If you took the planets from a purifier, chances are many of the pops are xenophobe or militarist. If you make their respective factions happy, or ensure that they shift away from those ethics through ethics attraction, it might help with happiness on the planet.

Ways to increase stability: martial law works, you mentioned black sites, which you should build over every planet anyways. The nobles from "aristocratic elite" civic also increase stability. Enforcers won't help, but if you have high crime, it can cause its own problems, so you might need some enforcers regardless.

So there is still a modifier? Is there anywhere one can see the modifiers that affect a population?

I'm going wide; there is no way I can afford a star base over every planet.

I admit to being curious. Why do you think Black sites are generally worthwhile? The description says they provide a whole 1 Unity per station compared to the multiple hundreds I'm earning naturally. Their primary purpose seems to be Ethics attraction and my normal planets don't seem to have a divergence problem. Resource silos and hydroponic bays offer more tangible value. Historically, ethics attraction has been a fool's game in Stellaris; ethics migration happens over decades if it happens at all.

Click an a specific pop on the population screen, then hover over its happiness to see what's affecting it.

I admit to being curious. Why do you think Black sites are generally worthwhile? The description says they provide a whole 1 Unity per station compared to the multiple hundreds I'm earning naturally. Their primary purpose seems to be Ethics attraction and my normal planets don't seem to have a divergence problem. Resource silos and hydroponic bays offer more tangible value. Historically, ethics attraction has been a fool's game in Stellaris; ethics migration happens over decades if it happens at all.

The primary purpose is to increase stability, which in turn increases job efficiency on the whole planet. If you have too many planets, then at least build them in systems where you have multiple planets (or habitats) or a highly populated ecumenopolis. With artistocratic elite and black sites, it's possible to reach 100% stability on planets (even though they are full of oppressed slaves :p) , translating into +30% job efficiency.

Edit: I also had psi corps for an extra +5%, to reach 100% stability.
