Please help me understand Stability especially with respect to conquered planets. I took my first couple of planets in 2.2 (from a Fanatical Purifier if it matters) and I'm being warned about their Stability level.
One planet has a population of 9, Stability of 22%, Approval of 22% with 12% crime. There is a -28% penalty on most production on the planet.
What I don't see anywhere I can find is a list of populace complaints. Is this mostly caused by a conquered malus that has a set duration or half-life? Will the happiness and stability slowly rise on its own? Would addressing the crime help? Maybe they were being starved before and now that they are part of an empire with sufficient resources, things will quickly get better?
Looking at the descriptions of tools at my disposal, I only found two items that specifically mention Stability: Black Site modules for star bases give +5 and the Martial Law decision "improves Stability" .
For Black Sites, is that +5 a straight percentage boost? Is 27% so much better than 22% that I should spend a couple of years building a base in orbit then adding the module? I'll quickly run out of star base capacity building a base over every captured planet.
For Martial Law, 50 Influence per planet conquered means restricting advancement to one planet every two years -- assuming I don't need Infuence anywhere else.
No buildings or jobs talk about Stability. Under one of the old systems, troops would reduce unrest. Is that the case here? Would extra Enforcers help? Neither the Stronghold nor the Precinct mention anything. How about having a fleet in orbit?
tl;dr: Now that I'm faced with low Stability, what options exist to fix it?
