I can't seem to conquer Kazan. I've tried:
One- Crush all provinces and occupy all cities. The Diplomancy screen goes blank and I'm still at war.
Two- Crush all provinces but leave Kazan city under seige. I can offer peace but Annex is not an option. I just get to ask for three provinces (and he refuses).
Three - Crush all provinces but leave Kazan province alone. I can offer peace but Annex is still not an option.

Is there a province I am unable to occupy out in the "terra incognito"?

Is there a special order to the attack?

What do I do now?

This should work. I don't know why your diplomacyscreen went blank. What happens if you hold your mouse over the "offer peace" option ? Often there comes an explanation, why you cannot offer peace.

1) They might have a peace offer waitng for you to approve/disapprove in the upper right hand corner. If they have an offer at the table you can't send one until you clear that offer off the screen.


--why you can't annex--

2) Is it possible that they control one of you provinces. Even if you control all of theirs if they control even one you can't go for the total annex until they do not control any of yours , and you control all of theirs.

3) Also they might refuse if you meet the criteria above ,but they have allies in their war against you. They might be thinking that their allies will come save them. Make (seperate)white peace with all of Kazans allies. This should get them to listen.

Hmmm-I see you have a diplomat, so that can't be the problem. It almost has to be that Kazan has occupied one of your own provinces. Russia's got some unfortified ones in the north (I presume that's who you're playing as?)
