After being rediculously overpowered in EU3 (refusing to return territory to the HRE gave -1 stability and -10 prestige, while it should do the oposite), we have again a boost to HRE in EU4.
It's impossible to sell HRE provinces to anyone, even to ones own vassals. Even when the buyer is stronger than the HRE. Even if the buyer is your vassal, and you've beaten up the HRE just recently. This makes no sense.

Nor is it possible to dismantle the HRE, since it's impossible to declare war against a HRE state(and thus to occupy their capitals), if already at war with the emperror.

Does anyone know a way to change these things?

Once you've taken an HRE provence and you wish to sell it to your vassals, you can simply remove it from the HRE beforehand and they'll accept it. However, this means you have to core it, which sucks.

I am not sure why this restriction is in place, even if you're the emperor you can't sell HRE provinces. I'm just curious what purpose that actually serves or what exploit that rule is trying to avoid... since I'm sure in real life Poland or Hungary would have openly welcomed being gifted new provinces, no matter where they came from.
