I have wiped out every last one of my foe's armies and navies. I have occupied every last province. Every last one has fallen to siege. My "war score" is 100%.

And yet, I cannot select "Annex" under the peace options. The best I can do is get my foe to accept a peace where I hand back over half the provinces.

How do I turn all my defeated foe's lands into mine and wipe him off the map?

Confused in Carthage...

A country with more than two provinces can't be immediately annexed (unless you are playing with a mod that allows it or have changed it yourself, there is a line in the file defines.txt in the folder common with a comment that reads
# _DIPDEF_MAX_ANNEX_SIZE_ (Countries of this size or less can be annexed)
the number that should be just before the comment is well, what the comment says it is). You will have to take them down in more then one war (remember that you can't get more then 100% worth in a peace deal so there is never any need to try to demand more then that).

So if your mission is "destroy Carthage", what do you need to do to count as completed? I'm guessing if you occupy the province with the capital and then make some kind of peace (even a white peace that returns the status quo) this would count as success?

You need to occupy that province for a certain length of time iirc. You'll start occupying it once you finish besieging the province.

You can see the requirements for any mission in the upper left icon on the mission page.

In the game, the term "Controlled by" is used to mean "occupy by siege". The exception to this is when it refers to a province that's already yours, in which case it simply means that it must not be occupied by anyone else.

If the game ever needs for you to take a province in a peace deal, it will always say "Owned by".

So for the Destroy Carthage mission, you just need to occupy the province of Carthage for one day (ie the time it takes for the game to recalculate the triggers) to be a success. IIRC, pretty much all of the "Destroy X" missions just require occupation, while the "Conquer X" ones tend to require you to take them in a peace deal.

You can. You will just need more then one war.

It's an irritating mechanic, I like the way EU3 handles it now: you can annex a country of any size, so long as you have the warscore requirements for those provinces (and provinces have a much more dynamic warscore cost - being a province far away from your homelands, being a non-core or non-culture/religion province, or being a province occupied for a long period of time all reduce the warscore cost). This would be great in EUR, with added penalties for countries with high Tyranny etc.
