Having Chicago as a shipyard/port on the great lakes with access to the Atlantic will elevate its importance in a way that is not reflected in HOI3.
The whole point of building the Seaway was that until it was constructed, the Great Lakes ports could not send ocean-going surface ships down the St Lawrence River, and ocean-going surface ships from the Atlantic could not go above Montreal on the St. Lawrence. Chicago's importance as a port was for Great Lakes shipping at the time.
