Check their cash reserve, it's probably £0 and this makes them revolt. It seems to be a bug as I can never get them to keep their cash.

It's not even an offically admited bug yet, whether because they haven't noticed my posts on the subject or because it's not really a bug and I haven't heard how to make it work I don't know.
