I understand why their are revolts in newly conquered territory, during financial crises and in times of wideranging reforms but in my most recent campaign I'm stumped.
Here's the situation: I've made no recent conquests, no unemployment issues, I've been a constitutional monarchy for a while now and I maxed my education slider. Last year the only reform I enacted was 0 Health Care to Good Health Care. Quite a nice jump you'd think; however everyone and their uncle is revolting after this change. Funny thing is that when I look it isn't the aristocrats with the typical "my taxes are going to the serfs!" argument that are pissed, it's the darn lower class.
They remind me of South Park "we don't take kindly to universal health care round here.... now Skeeter he ain't hurtin' nobody". Why on earth would this change upset the lower classes? "Take your health care and longer life spans and get out of here you commie!"
Has anyone else seen this and does anyone know if such things have been addressed in Victoria II?
