Confused and need knowleable info please

Not much a gamer, I have played "Sims" for 18 years and was told about "City Skylines" as I love building. I saw it available on "Origin" and ought it. I didn't even know "Stream" existed. Now I'm being told I can't mod the game or get updates due to buying it off of Origin, and Origin says it can't be refunded. Is this info of not being able to Mod or get updates correct? Thank you
