I am confused about warp drive and border access.

In this picture: It says I cannot go from Ockrom to Bregglar, even though it is within range of the warp drive.

I can't go from Gorfis to Bregglar either, which is well within the range of the warp drive

But, in comparison, I can send a ship across from a different system.

I'm allied to the purple areas, and don't have border access to the red or green areas.

I don't understand what the issue is here, can anyone help me understand it ?
