Why would they not be serious? They made it quite clear that Nero and Armstrong are different games.
What is important is that it is confirmed that they will make Rome 2 eventually. Thats the most solid confirmation to this date.
they said it won't be yet, but later on. There is also talk on the Nero pages that someone found a newly registered domain name for them, euroMe2.com
Like I have said many times in Rome 2 thread, at this point I would be really surprised if Paradox ever makes Rome 2.
Also even if Johan says that they will make it in the future, you should take it with grain of salt. Paradox also said that they would make expansion to March of the Eagles, till one day they decided that they don't want to make that.

i was so disappointed today.... a 4th HOI a seriously unneccesary ck 2 dlc(so many other things it could have been) and Nero wasnt Rome 2.... sad day to love paradox....
