You don't need to control any of the special cities when you're not Sayyid. It's been mentioned several times on the forum. I have no savegame, but the screenshot I have uploaded in this thread should be enough of a proof.

There must be either a mistake in the script (AND = { } embracing both the main 'OR' statements? problems with the 'hidden tooltip' condition that I am not sure how it exactly works?) but for sure, also the cities control requirements seem to be broken.
