Conditions for moving your capital?

Ok so I am playing Byzantium and wanted to try something different so I decided to move my capital to the new world by conquering some Mayan land and waited for the ottomans to take my European holdings to force my capital to move to the new world. It is now 1608 and I have come back to Europe and reconquered all of my Greek land and Western Anatolia and want to move my capital back. I moved my capital next to an English colony and sold them all the land around it so my capital would be isolated yet it says I can't move because it is still surrounded by a big heartland. What gives?

Your capital has to be the only province left on the continent you want to leave, not just isolated from other provinces.

The only way I can imagine you could overcome this restriction would be if you could move your capital via a decision or a mission but I don't know if Byzantium has one of those.

Does the Restore the Themes System decision move your Capital? I know it adds base tax to Constantinople but not sure if it moves your capital back. Well anyway I don't really care about my New World colonies anyway, those were there just for me to bide my time and gather a respectable force to invade the Ottomans. I'm sure I can sell them to Castille and England.
