Conditions for civil war? That Bloody Mary

I sat down last night to play a little, a GC with England where I intend to take my first shot at a WC. I'm thinking ahead: no colonies past the Cape for now, keeping the sliders at narrow-minded for lots of colonists and missionaries. By the time Bloody Mary shows up, I'm at trade 6, infra 5, and have saved a bundle to spend on governors, and converting the Protestants, then the Reformed (need I mention that I've remained Catholic?). France no longer exists, nor do Scotland or Eire. I'm allied with 2 vassals, Lorraine and Auvergne (all of the other "French" minors except Savoy are gone). My BB is at 19.
So ... I get busy converting - only to get hit with a nasty civil war. What I don't understand is ... why? I thought you had to be at negative stability. I'm at +1. Any thoughts?

the +1 requirement was added in one of the beta's I think.
Before that you could even have a civil war +3 stab

Yes, and then the interesting question arises whether our friend should update to the latest version or not?

My recommendation is that if you go for WC and don't care care that much which release you are on, then one of the older is better because of the highly increased CW risk when you pass the BB threshold. If you are a bad boy (at least if you are way beyond the cap) and get a political crisis you are almost 100% sure to get a CW within a couple of months. This is extremely irritating. I have not yet been below +1 stab in the early rounds of the BB wars so I am not sure if the CW risk depends on how many BB points you have.

If you plan to play the game until 1819, then making an early WC is nowadays something which might make you skip the EU game entirely, since you will not be able to avoid several CWs during the rest of the game. One or two CWs because of the political crisis event or whatever is a nice challenge but when you have learned to take care of them they become more of a nuisance, or say I say much of a nuisance.

But of course, do not use such an old release that you have e.g. the old rebel risk rules (monthly instead of yearly).

Look in the 1.08 beta relase thread and see when Johan introduced this extremely high CW risk when being a BB (he states he has since lowered it but not to an IMO reasonable level).

Consider restarting the concept with the current beta, if for no other reason than the tremendous advantage to England of having a strait to Calais. I would think for WC purposes this would be an enormous advantage in the long run.

There aew considerable improvements from 1.07 to 1.08. i suggest you upgrade

If you have a high BB, as others said, your odds of a civil war go up dramatically. In my latest game (Aberration), AI Hungary has had at least two civil wars per century since the 1400's, thanks a BB of 30-40 above the limit.

EDIT: To clarify, if you have a high BB, assuming you're on the latest beta patches.
