I'm trying to add a tech that increases the resource output of pops when at peace, so can I use...

No. For something like that you would have to use /on_actions/on_actions.txt , look for actions, where war starts/ends and call an event, that sets the modifier depending on your tech.

Vanilla doesn't appear to use if conditions inside technology modifiers (unless I borked my search). What I'd suggest you try is set up a starting tech, and then put an if condition inside the modifier block to see if it's supported. Check the error.log, and then, if there are no errors, check the tech with the condition both true and false on a starting country. Set it to some result so large you can't miss it.

Edit: Persepheus has been doing this longer than me, so if he says you can't, you prolly can't.
