CON makes pops aware of political and social issues.

Pops with high CON:
(1) Will start lobbying for reforms.
(2) Will (or: should, since it seems a bit buggy atm) vote for parties that support their issues.
(3) Will be more likely to migrate.

In general unless you want to stay an absolute monarchy, CON is a good thing.
Reforms allow you to negate emigration and may even cause immigration to your country. They allows bettter distribution of money in your society, so people will be content and less likely to revolt. Early reforms that allow trade unions will also trigger many events that turn your pops socialist, so if you manage to reform early on, you can pass social reforms earlier, which is particulary important if you want healthcare (pop growth), school system (literacy) and safety (lower everyday needs).

MIL on the other hand will increase the likehood of rebellions and uprisings.
Before AHD, high MIL was a good way to pass reforms (since each 1.0 points of general MIL increase reform support from non-radical parties by 10%), but with the latest addon, you can use reform movements that are triggered by high CON.

To boost CON, you have a few options:
(1) Techs: Several social techs increase CON.
(2) Luxury Goods: If pops can afford them, they will receive a HUGE CON boost.
(3) High literacy: Higher literacy does not only provide more RP, but also boosts CON gain.
(4) LOW number of clergymen: Clergymen do actually LOWER CON in their state, while increasing literacy.

That means early on clergymen will PREVENT you from passing reforms because they supress CON. However, once literacy increases, it balances out (and later overrides) their CON reduction.
In fact, the best option to raise CON for most countries is promoting clergymen up to 4% to maximize literacy gain, research biologism, wait until literacy is around 85-90% and then reduce education spending to 0% to reduce the number of clergymen down to 2% (or even lower).

And education spending only affects the pay of clergy?
No. Higher spending = higher literacy gain. If you pay 100%, your clergymen will increase literacy at 100% efficiency, with 0% you will not incur any increase (or even a slight loss).
