I have the two (very expensive) policies turned on ("Ad Campaign" and "Premium Studio").
Lilli and Elijah Moti both have gone up (98 and 91).
Nestor seems to go down almost all the time for me, not sure why.
Everyone should be affected equally by the two policies I would presume. I left ticket prices at 30 almost the whole time. (I had dropped Nestor's ticket price at the start, but when they still dropped, I returned it to 30, where it has been for a long while.) I have had 14 concerts so far and am on the 2nd level building.
Can't really tell you anything more.
A manual with detailed info on the mechanics would be helpful.
I have both policies turned on the whole time. I even lower price for tickets to lowest possible. And still nothing. tried to move concert area to different locations - high density urban area, tourist attracion area even leisure. And still all my bands have 0 popularity.

Lowering the ticket price actually seems to reduce their popularity. Apparently, cims equate low ticket prices with crappy bands, and don't like them.
In this video, go to 48:40. Nestor goes down, they seem surprised. Sandra said "maybe it's the ticket price" (it was at 10) and didn't seem to think lowering prices was a good idea, and increased the other ones.
I have not done any serious experimenting with it.
