This is a very quick question but one to which I have been unable to find the answer to thus far. Is there a difference between the DLC and its content packs? For example, you can purchase Conclave DLC for $15 and the Conclave content pack for $5. What's the difference? Is the $5 content pack the equivalent to EUIV's free DLC patches? Do I need to purchase both to receive all the content or merely the $15 DLC?

The content pack contains things like music, portraits, and unit skins. it use to be able to be purchased all separately but some people hate choice so we get content packs now.
