Im wondering if this is working as intended ? :confused:

It is - remember than when you intervene in a war you will become the leader of that war and add a wargoal, preserve the Status Quo. If you fail to achieve that wargoal, you will get a militancy hit(+2 mil per pop I think), prestige hit and maybe other bad stuff.

I would not call this exploitable since intervening in a few wars and peacing out will have severe consequences for your country.

Oh, btw, there are a few changes coming up for war intervention in 1.2, most notably that a target of a wargoal must have at least cordial opinion of your nation in order to intervene, so you will also have some warning about which other countries that can intervene in your war.
