1) The population growth calculation will round down to the next .1 growth even if at exactly .1 in some situations. So for example if you set base growth with food to 1.0 and set the excess food growth to 0, pop growth will be reduced to .9.
2) Exponential calculation of growth requirements rounds down incorrectly. The calculation that uses "GROWTH_INCREASE_FACTOR" consistently gives results that are lower then it should. I recommend setting GROWTH_INCREASE_FACTOR to 1 and setting GROWTH_INCREASE_PER_POP to 0 to illustrate this problem.
