Q1 The year is 1945, i play as Nazi Germany. The war has ended and i annexed Soviet Union. At this point, can i still change my ideology into democracy?


Q2 let's assume the answer of the first question is yes, and this triggers a civil war between democrats and fascists.

Does this mean only the original Germany (exclude newly annexed Soviet territory) will be split into half between the democrats and fascists?
Or does it mean the newly annexed soviet territory will also be split into half and controlled by two factions?

You can expand and then switch, I asked a similar question on a Dev Diary regarding Japan and Podcat said it was possible. Also, non Historical Civil Wars will have territory split int warring sides somewhat randomly, as ideologies per province will change faster than you can track them. I presume, though, that the Soviets won't be content with being both German and Capitalist in your example though.

It is not so randomly. Divisions and land are split in coherence with the popularity of the ideology. Divisions who turn against you will automatically bring the province they are stationed in to the rebel country. This will be factored in, when the AI decides wchich province will belong to which side.
I don't think provinces will have an ideology stat. So if you reload just before a Civil War, the split could be totaly different.

Edit: For Example: If the facist have 80% popularity and democrats 20%, then the facist will get ~80% of the land, divisions, ships and airplanes.

I believe the best system would be that if civil war happens in Germany after WWII, the German nation should collapse and release most of the states that are occupied without having core territory. It would be only realistic if the suppressed and occupied states would use the opportunity to regain their independence. Civil war then would happen only on the German territory that remains under the control of the German state. So no German civil war in occupied France or Sweden.

This idea of splitting into just two after expansion seems like a lost opportunity.

Annexed countries should really get their own faction in the civil war and become de facto independent until the main forces crush them (or not).

This is, after all, how Finland, Estonia, Latvia, and Lithuania all got their independence.

Mongolia and Tibet declared independence in 1911 (after the Chinese revolution which was sort of a Civil War) and then one stayed independent with Soviet help while the other was re annexed in 1951.

Basically, there is precedent here for annexed nations to get their own "side" in a Civil war.

I'm pretty sure they'll expand on this feature with DLCs so long as HOI4 is a success.

A good example for this would be the Russian Civil War after the Bolsheviks seized power in Moscow and Petrograd.

That place turned into a mess very quickly, and I could imagine the same thing happening if Germany or the Soviet Union fell apart during WWII. Unfortunately we are very unlikely to see anything in the game like this due to the complexity of it all. In the ''Germany wins the war then collapses'' scenario you would probably see about 50 factions all with different diplomatic and territorial agendas.
