Can you get compliance above 80%? I'm just curious, and not super impressed with the collaboration government I just setup so wondering if it makes any sort of difference between the two options what if you don't execute the decision to setup a collaboration government?

Even if you aren’t going to set up a separate government, you should run the collaborative mission at least once per occupation target. I go for two on France and Poland. Gotta get dem factories.
