When you hover over the task before completing it, it says that you get "the choice of a naval bonus":
And if you take it, you get an event pop-up with two choices...but according to the tooltip, both have no effect and regardless which you pick, you can't find any bonus for navy in the game when continuing:
The moral bonus for the commanding admiral isn't applied as well:
To reproduce with the attached save...
1. Load it
2. Check moral of the admiral
3. Go to Mission screen and hover over the task "Euxine Patrols" to see about which boni you are intended to get for completing
4. Now click on "Euxine Patrols" and complete it
5. You get an event popup. Hover over both outcomes, see that no effect is diplayed
6. Pick one of the choices
7. See that neither a bonus modifiert is attached to your navy nor that your Admiral has gotten more loyal
(8. You might repeat all steps, but pick the different outcome under 6) with the same result)
