so I'm doing a Peter 2 achievement run and went through the focuses to release as many puppets as possible, thinking you know they might build their industry through focuses since they have very limited factories (0 in the case of slovenia), but after like 2-3 years they continue to focuses irrelevant to their situation, they just do doctrines and nothing else or political effort. I was thinking that since they patched FeedBackGaming's glitch of making a many puppets to core the balkans through focus, that they might balance the ai of the actual yugoslav puppets, but no, I wouldn't complain as much had releasing those puppets somehow delete civs in the puppets terretories and just screw you over late game, now there's little to no reason to go with releasing puppets since they screw you over and don't even try to rebuild/grow their industry.

Small nations are forbidden in ai script to pick a generic industrial foci before 1939.1.1, so did you wait till atleast mid-1939 to check if some puppet have picked a industrial focus till then, or did you expect them earlier?

Last time I played Devolution Yugo the ais acted as expected, and integrating them in mid 1940 netted decent results.

I'm in late 1939 and they have only now started to select industrial foci, the only problem i have with this is that's it's not worth it, I'm almost done with my industrial tree, have peter 2, prob need to wait till 1941 to continue with him, and while waiting for ai to get foci started, you can't build an actual stong military.

What I can't understand is why sometimes transferring ownership of a state to another country magically halves the factories in that state. It's very annoying.

Depends how the transfer is scripted. If the state is first transfered but only after a core is given, then for a moment the building slots got halfed because it is a non-core.
If all slots were filled with buildings, those buildings get deleted when the slot is gone. Then a core is added in script, and the buildingslots reappear, but empty.
