Ive taken the Liberty of putting together two folders (Jan 1, 1936 & Sept 1, 1939) of a hands off game as Germany. The folders contain the nations resource data, production queue, techs & doctrines and overall military forces. I thought this might be helpful for new players to compare and see how the AI handles Germany. It was a normal game and all events were fired.

The thing that kept striking me as strange was they kept CA research ahead of BB research and yet built no CA's and built BBx3 in the above time frame....

I know that the German AI is told to build at least some BBs. Maybe there is a line in the research AI to prioritize CA over BB? Maybe there is something with the weights that isn't quite right.

As of Sept 1, 1939 there were 3 BBs at the top of production, to that point only the Graf Spree was produced (and as we know starts the game in production) as a CA. The entire time, the CA techs stayed ahead of BB techs...

Also it appears no real attempt at Espionage was made. Up until the Anschluss i believe the AI invested 0.93 spies daily, which meant i had literally zero spies everywhere, and yet we know how difficult it is to steal techs from Germany. Does the AI somehow adjust to defend itself from your attempts? and if so it should still fail UNLESS it allocates more research to espionage. And yet it doesn't fail.

This is part of the production override for Germany. Basically, this means it has to try maintaining this ratio of ships. Since there are already 3 CAs in the OOB, the AI decides it needs to build some BB first.

And I was right: the AI is told to prefer CA techs. The only ones it is to ignore are BC, CV, CVL techs. Since BB are not a priority, it decides not to research them until there is some LS to spare. I am not sure why this is. Maybe to prevent Germany from going to war with a pack of H-class BBs?

That explains it though. I guess the AI isnt concerned with practicals. So this means they will never launch the graf zeppelin then...

no, it will not.

I have not been able to find just where the AI decides how to allocate LS. A modder would be more helpful there.

edited to add: I have learned that, standard, the AI will keep all its neighbours on a setting of 1. As for the missions, it all depends on the circumstances. Is the target nation in the Axis or not? Is it a democracy? Is it a... Well, you get the picture.

My point was the AI really doesnt allocate enough spies to defend itself in case of a certifiable effort against it. I am not aware that the AI changes its LS allocation, thus if it doesnt, even with modifiers you should be more successful tech stealing against Germany then most players are. The AI simply doesnt allocate enough LS to sustain any long defense of itself. But somehow it is always extremely difficult to tech steal from Germany.
