REPRO STEPS:
Load the attached saved game.
Observe the Fatebinder has no companions with him.
Access the Journal and observe most quests in Act I have been completed, save those at Echocall Crossing.
Back to the game, talk to Verse and recruit her.
When Verse joins the party, observe she is still level 2 (the same level she is when you meet her at Edgering Ruins), whereas the Fatebinder is level 5.
In this game I had dismissed Verse immediately after meeting her in Edgering Ruins.
I'd expect companions who are out of your party to always gain XP to match your level like they do when left at a Spire.
