How about a Community Pack Expansion? Take 4 or 5 of the best community workshop mods, put them together as an expansion and permanently add it to the game. Have the community vote for the mods they want added most.

They're quiet a few really awesome mods out there that would add a lot to this game. My personal votes would be...

2. More Events Mod

I would like some mods (mostly UI- and AI-related) to be built into the base game, yes, but I don't think this warrants the guise of an Expansion Pack.

Players would (rightfully) call PDX lazy for doing that.

If i recall correctly the devs responded to the idea of content creator packs (like in cities skyline) in the Q&A of the PDXCON.

They said that they like the idea, but don't think it is feasible for Stellaris as they would have to continually support this piece of essentially external code and have it in mind for every rework of anything they do.
So it is a quite strong "no" - not out of disinterest, but simply pragmatism.

Cities Skyline is a lot more "static" in terms of changes to the game mechanics therefore stuff like that is way easier to manage.

The only thing that'd be feasible for Stellaris was cosmetic packs (like full shipsets, etc.) as they have very little relation to game mechanics and thus would be significantly less impacted by changes to the game.

To my knowledge (i might be mistaken) the Cities: Skyline Content Packs created by modders got those modders some money. Therefore i think it is significantly less controversial for them to take some money from that - i mean you still have a lot of testing and distribution efforts on the developer/publisher side.
So essentially they supported the modding community with it.
