but the only way I've ever accomplished it is through revolution. You have to allow a rebelling commie POP to take your capital province. A little window will pop up telling you the rebels have executed your government, and BAM!--you've become part of the Red Menace.

Just losing the capital won't do it, you either need to have the capital held by rebels for a years or the capital plus half your land in rebel hands.
