Can I gain control of a state through infiltration without a war with nationalist China?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
What I remember is you infiltrate a state for three times, when you declare civil war the state will join you(with some divisions spawn too), but it will not join at peace time. Way less efficient than just boost ideology.
Infiltration could use some work. It's currently confusing on what level you're on inside what state.
