Yes, you can form socialist or communist governments either by election (Though the ruling party can still be deposed if they're unpopular when the next rolls around) or by rebellion.

And on finding the game...I recommend Amazon.com. It isn't sold online directly by Paradox as far as I can tell, and to ask for a free download...well, I'll just pretend that you're asking for a purchased download along the lines of GalCiv rather being so foolish as to ask for a warez version on the developers' own forums...

Yes, you can get both communist and socialist governments in countries w/communist or socialist parties. You can also get proletarian dictatorships if you have a successfulrebellion with certain conditions.

Yes you can.

To get Communism you have to be really repressive to increase people's consciousness of their need to revolt and take over the state from the aristos and capitalists (and for most countries that just means continuing with the political and social "laws" you start out with). That or type in the cheatcode that immediately triggers a Communist revolution event.

It might also be that a Socialist government can sometimes voluntarily introduce a Communist system with the latest patch - though I have not yet tried it.

Socialism you can get through free elections. Though it usually doesn't start to be a real force until the end of the 19th century.

Someone else might know more.

Asking about pirating a game in its official forum isn't the cleverest idea.

Anyone interested in ways to purchase the game should first look at the helpful Victoria Release Information Meta-Thread
