communal housing should continue its ethics attraction even when vassal is egalitarian

I'd like to make my vassals fanatic egalitarian, not just egalitarian, but communal housing holdings (which require fanatic egalitarian) lose their ethic attraction effect when the vassal becomes any level of egalitarian. This means the only way to make fanatic egalitarians is liberation wars. Which have been fixed to apply to entire federations or vassals and their overlords, which is great. But still, I don't want to necessarily liberation war everyone and it would be nice to be able to at least make my vassals be like me. Yes the insight resolutions will help, but why does this holding not keep helping once they go egalitarian.

I guess it's a tradeoff for gaining +1 loyalty with the subject instead. I actually like this loyalty bonus a lot, it lets you go positive with holdings which buildings that give only +0.5 mostly don't.

But an additional annoyance is that you can't build it on vassal Shared Burdens empires which is all the ones you create. The +1 loyalty would be great, but frankly just having a building that helps the vassal economy without costing them job slots is exactly what I want for a released new colony/struggling former AI system.

YES! I found that very weird. My vassal had -4 housing on their capital and I wanted to give them communal housing but was not allowed :(
