Your Prymas councils only one thing: None of these will go forward if there is internal strife. Since both he and his good friend the King are getting on in age, he suggests establishing a 5 or 10 year plan in the upcoming Diet, where all these points will be given a place on the agenda of action PL will take in the future. Thus, it is guaranteed that all desired events will come to pass to a certain extent.
Furthermore, it is the opinion of the Prymas that it may be wise for all nobles, and the Cossack, and both Churches, to set aside a part of their budget for the benefit of the king's armies, so that opportunities may be seized without resolutions of the Diet. These 'united armies' may then only be used for external conflicts and any benefits from them will fall on those who invested funds in the king's strength.
