If you're Brandenburg you're already an electorate. If you're the Teutonic Order and turn into Prussia you can PU/vassalize/inherit Brandenburg; I'm not sure if those also bring along elector status.
It's the other way round; if you're Brandenburg then there's an event that gives you a PU with Prussia if they have 100+ opinion of you, or they are your vassal. But there's no event to make Brandenburg a junior in a union under Prussia, and I don't think that annexing a vassal gives you their electorship.

I just looked it up and you're right. Annexing a vassal definitely doesn't grant an electoral seat, that's for sure. Not sure about inheriting, but I'm not aching to try it out.
To be honest, I've already never played a Teutonic Order > Prussia game precisely because it has always meant you missed out on the Electoral position; I suppose that's an even bigger issue in 1.12 now.

I don't think that annexing a vassal gives you their electorship.
Indeed, the only ways to get an electorate are (a) inherit an elector or (b) be granted an electorate by the Emperor.

(a) requires you to be a monarchy; (b) is somewhere between "impractical" and "effectively impossible" for most tags in most situations.
