There seems to be a new decision in the intrigue tab. Commit suicide. It required the character to be depressed.

Does the AI ever commit suicide? I am hoping that there is some mechanic that gives ai a chance to do such a thing when they are depressed.

The decision would not work for the AI because of how the ai_will_do blocks in decisions work, or rather how they really don't. Essentially, if the ai_will_do evaluates to 1, the AI will do it as soon as they can, but if it evaluates to anything less than 1, even 0.9999, they will never do it ever. So either the AI can't use the decision at all, or every depressed ai character commits suicide the moment they become depressed.

The Decision is there to let Players speed things along, however there is already an event that can happen where a Depressed Character commits suicide. The AI is handled by this event rather than the decisions that they can't understand because events have some randomness to them.

Suicide (by proxy) was already possible though - fire your spymaster, try and assassinate someone important. Your attempt will fail, they'll get a free attempt on you and you'll die because you don't have a spymaster.

Then when my 24 year old young, promising King is ruling he dies of natural causes without catching an illness or generally leaving his palace.

No, srsly, one bishop of mine went on a killing spree and killed 5 of my wives in about 1~2 years.

It only stopped cause my ruler died.
