Commercial zones, trash, and death

The title says it all. I receive demand for commerical zones, but may of the tiles are either "not enough workers" or they are "abandoned." How do I acquire enough workers for the commercial zones?

I have more than enough landfill, incinerator, and have them spread out, yet trash accumulates in some parts of my city.

Also, I keep having dead bodies accumulate despite having cemetery and crematorium capacity.

How do I address those issues?

If you have the capacity, and still have problems, then I would suspect that you have traffic issues.

When you have commercial (or industry) demand, don't build a large area to fulfill the demand (use the Marquee tool, not the Fill tool when zoning). Build one or two structures at a time (I usually do one at a time), then wait for each of these new businesses to accumulate at least 50% of the amount of employees it takes to run the business, before building further.

What happens when you create a new commercial/industry structure is that the business slowly gains employees. If after a designated amount of time has elapsed, and the business does not have at least 50% employment, the "not enough workers" warning will aluminate. Then after an additional amount of time, if the business still does not meet the employment minimum, then the "not enough workers" warning will go to a level red indication. If then after additional amount of time has passed without meeting the quota, the business will be "abandoned" (a complete waste of time and much frustration.)

In regards to your other concerns .... as indicated by another post, the trash and dead bodies problem might be a traffic issue, where your garbage trucks and hearses are having problems getting to their customers. Hard to tell without seeing your city.

On workers its worth noting you generally want to keep your residential demand at the point where the bar is tiny or non-existent all the time. This is because once you are built up and get a mostly educated work force the educated citizens are hesitant to take low skill jobs. New zones always start out level 1 (low skill) so if you have lots of high skill options the workers will take those openings first. However if you have a huge work force due to little to no residential demand they will fill everything up. This is also important to keep specialized industry filled.

But take into consideration that having "residential demand at the point where the bar is tiny or non-existent all the time," means that your un-employment rate must be quite high (20% to 25% or so). You can check this by clicking the "Population" Information View button.
A high un-employment rate will raise the overall crime rate in your city.
But if you have an adequate police force and enough holding cell (jail) capacity, I guess it could be controlled.

I float around 15% unemployment. Highly educated citizens are less likely to become criminals and low education citizens fill in the jobs at the specialized industry. Also you need good police coverage to fully upgrade everything.

Another fun trick is activate the policies that double the throughput of industry and commercial. It jacks up your income and makes it so you never need to import specialized goods since your specialized industry will produce so much.
