As Germany, 1936, I start with 12% dissent. Add two for the important ministerial changes. Around August, after dedicating the bulk of my IC to consumer goods, I've removed dissent. That's half a year of lost production. Hitler has a birthday! Too bad there's no dissent anymore.
1937 is a long drought of good news. Don't do anything to add dissent.
1938- Anschluss! Happy days! Sudeten! Ditto! Memel! Encore! If only I'd been ravaged by dissent BEFORE these happy events.
1939 rolls around and, WHAM!, we renounce a treaty, 5% dissent, a bomb goes off, add 3% more, I achieve a critical treaty with Russia! (yawn).
I win in Poland and meet treaty obligations, whoops! 3% more dissent. It seems there weren't any happy Germans when I reclaimed Danzig and brought half of Poland into the Reich.
I spend well over half the year dedicating large amounts of IC to reducing dissent. Ah! TWO nobel prizes! Well, better late than never.
