As fun as it might be, I don't think HoI is the right place to micromanage commando raids and the like. However, just allowing for them in, say, attrition calculations loses both the 'flavour' and the potential strategic impact of raids.
It would be good to see the occasional St Nazaire or X-boat attack, and there should always be the possibility of the Tirpitz (or the Ramillies) going up in smoke, without the players having to mess about organising the attack.
One answer would be to use random events - with the probability of such events happening being based on the relative positions of 'internal security' and 'special forces' sliders, perhaps.
