(1) Only go to 4% clergymen if you are a low literacy country.
(2) I'd toss in a few capis once you have a your first factories up. That way they can already get some leftover money and help you build railroads and more factories.

Rest is a bit up to preference, but should work out.

I wouldn't care too much about capi %. Having only few of them will actually mean that they have more money to invest (since the leftovers are distributed to fewer pops that need to buy goods).
Personally I'd promote craftsmen over capis/clerks unless your industry for some reason has problems competing with the AI.
