Okay so playing EUR and VV 2.1 Phyrric war as Rome. Occupy all four of the meddlesome province from MG and E. Warscore is 100%. But I cant annex. Is this something to do with the senate?

Unless you are playing a MOD that is radically different then the core game, you can only annex 1 province nations.
Normally you sue for peace, pick off 2-4 provinces, then wait a few years and go back to war with them again until you get everything you want and force them to pay tribute, or get them down to 1 province to annex
