Playing as Rome in first Pyrrhic scenario.

I defeat the army but then it hops around all over the place losing very small amounts of troops.

I tried a different approach and placed troops in empty regions then attacked and it does the same.

What is the key to fighting successful combats in this game?

Any suggestions welcome,

Once an army is defeated, it WILL ping-pong like that. What you need is a good leader and numbers. I can't recall the ratio exactly so I won't say something wrong, but there is a certain ratio where the enemy army gets eradicated if it's out of moral. And try to get there before the enemy, with an all-cavalry army for example.
